Circle rate is the minimum property value set by state governments for calculating stamp duty and registration charges. You cannot register a property below the circle rate even if the actual transaction value is lower. Also called guideline value, ready reckoner rate, or collector rate in different states.
If you buy a flat for ₹70 lakh but the circle rate values it at ₹80 lakh, stamp duty is calculated on ₹80 lakh, and the difference may attract income tax.
